RAJSHAHI, Jan 11, 2017 (BSS)- Substantial and sustainable promotion and adoption of public-participatory planning in union parishads (UPs) could be effective means of improving living and livelihood condition of the grassroots people.
Mass-participatory planning and proper implementation of those are very important for infusing dynamism into the service-delivery activities like public health, education and safe drinking water of the UPs.
The observations came at a public dialogue on "Local Government and Effective Participation: Good Governance and Human Rights" on Gogram School and College playground under Godagari upazila of the district yesterday.
Bangladesh Resource Centre for Indigenous Knowledge (BARCIK), a rights-based organisation, arranged the workshop in association with its 'Effective Participation for Transparent and Accountable Local Government Project'.
With Gogram UP Chairman Mojibur Rahman in the chair, BARCIK Regional Coordinator Zaheed Ali, UP Panel Chairman Abdur Rahman, members Shakila Parveen and Azizul Islam and Secretary Majharul Islam spoke on the occasion.
The meeting discussed some key issues like enhancing working capacity of elected women public representative, mobilising citizens groups to influence their service delivery, mainstreaming pro-poor and pro-women local governance practices and ensuring collaboration and interaction.
Emphasis should be given to providing training on tax assessment and collection, financial management and record keeping, participatory planning and budgeting, roles and responsibilities of UP and standing committees and devising strategic planning.
They said all the existing services being delivered to the grassroots people need to be more coordinated and accelerated.
