US to unveil seven-point Ukrainian settlement plan in London - newspaper

LONDON, April 23, 2025 (BSS/TASS) - During the April 23 meeting in London, the United States will unveil its seven-point plan of Ukrainian settlement, which includes provisions on recognizing Crimea as a part of Russia and removing all US sanctions, but contains no clear security guarantees for Ukraine, The Daily Telegraph wrote in the run-up to the trilateral US-EU-Ukraine talks.

The newspaper wrote, with reference to an unnamed source, that provisions one and two envisage an immediate ceasefire and direct talks between Ukraine and Russia. The third provision says that Ukraine should give up its NATO ambitions, although the possibility of joining the European Union will remain on the table.

The fourth provision will formally recognize Russia's sovereignty over Crimea. Point five will de-facto recognize the liberated territories as Russian territory, but will stop short of formal recognition of Russia's sovereignty over them. The Daily Telegraph also writes that the Zaporozhye Nuclear Power Plant (ZNPP), currently controlled by Russia, should be handed over to the United States.

Point six envisages the signing of a minerals deal with the US. Point seven outlines the possibility of establishing new relations between the United States and Russia, including the removal of all US sanctions and the start of energy cooperation between the two countries.

"The plan would be a bitter pill for Ukraine to swallow since it would lose territory without gaining any clear US security guarantee," the newspaper wrote.

The Daily Telegraph says that US Special Envoy for Ukraine and Russia Keith Kellogg will unveil this plan in London on April 23. After that, the US President's special envoy, Steven Witkoff, will travel to Moscow to propose it to the Russian government.
