Reform commission stresses improving police service programmes 

DHAKA, Jan 2, 2025 (BSS) - The Police Reform Commission (PRC) has stressed the need for improving service oriented programmes of the police such as filing of online general diary (GD) and women helpline to deal with cyber related crimes.

"The service-oriented programs of the police need to be improved and more sincere and dedicated public-friendly policing needs to be promoted," the PRC said in its opinion of a public survey that finds majority respondents dissatisfaction with different police services. 

The PRC conducted the survey on "Kemon Police Chai" (what kind of police we want) as part of the government's initiative to make police more people's friendly.

The interim government formed the "Police Reform Commission" to reform the police force.
 
The public survey was carried out in the wake of recent criticism at home and abroad about the exercising of aggressive power by some police personnel during the Anti-Discrimination Student Movement.
 
The survey is now available on the website of the PRC (www.prc.mhapsd.gov.bd).

The study shows that 56 percent of respondents are happy with the 999 emergency call service as it is a widely publicized service program. 
 
But, in the survey, most of the respondents out of 24,442 have expressed their dissatisfaction over the police service programmes such as Online GD Programme, Online Police Clearance, Victim Support Center, Women's Helpline on Cyber Crime, Community and Beat Policing Programs, Women, Children, Elderly, Disabled Desk and E-Trafficking Prosecution. 
 
The study found that only 23.6 percent respondents expressed satisfaction over the Online GD Programme with around 45.8 percent expressing dissatisfaction and 17.5 percent aren't aware of the programme 
 
Similarly 35.5 percent respondents expressed dissatisfaction over Women's Helpline on Cyber Crime while 24.1 percent expressed satisfaction over the programme and 38.1 percent didn't know anything about the programme, it said. 
 
About the E-Trafficking Prosecution, 37.8 percent expressed dissatisfaction and 38.1 percent didn't aware of it while only 24.1 percent expressed their satisfaction. 
 
  
"In order to establish the police as service-oriented and people-friendly, it is essential to accelerate the aforementioned programs with widespread publicity and effective monitoring by the police headquarters with the support of the Ministry of Information," the PRC said.
 
It said that some public-friendly police service programs have been running for a long time. 

Analyzing the information received, the PRC said it can be easily estimated that except one or two programs, the activities of the remaining programs are not satisfactory or their activities have not had much positive impact on public opinion. 
 
About the Online Police Clearance, the PRC said it has not had much impact on public opinion and it is important to take necessary measures to improve the service. 
 
Regarding the Victim Support Center, the reform commission said only 26.7 percent of respondents expressed satisfaction with the activities. 
 
"Required measures are necessary for improvement of the programme," it stated.
